Ms. Cathy Malla

ELCS successfully completed all the requirements for the end line evaluation of The Fred Hollow Foundation’s two projects in Afghanistan under the title ‘Afghanistan Prevention of Blindness Project” implemented by Kabul Medical University Eye Hospital (KMUEH) in Kabul City, and ‘School Screen Project’ implemented by Human Concern International in Nangarhar Province. The evaluation of the projects was commissioned to ELCS after competitive selection process. ELCS efficiently completed all the reporting requirements based on quantitative and qualitative data collected from available primary and secondary sources and corresponded the intermediary queries. The Foundation is highly satisfied with the efforts of ELCS and evaluation reports of both the projects.

ELCS management and consultants were involved in the design of evaluation method and tools. They led implementation of field operations including coordination and scheduling of interviews with different stakeholders. The work included, organization of interview with key officials from the Ministry of Public Health, Development partners, donor agencies and key implementing agencies namely, the Aga Khan Development Network, World Vision and the Save the Children. I closely monitored ELCS teams’ performance, their consultants performed the work in a highly professional manner. The contribution and dedication of ELCS team were exemplary, given the satisfactory completion of specific deliverables entrusted to them. “I interviewed few organizations in Kabul and selected ELS for our work. I had not prior knowledge nor experience working with ELCS. I must say, I was pleasantly surprised and very pleased to see very high quality professional, technical and managerial staff the organization has. They have completed their assignment with highest quality and on time. It was pleasure working with them. ELCS has most motivated, competent and skilled staff. All have very professional and friendly attitude. Innovative approach and thinking out of the box reaching the same goals are their trade marks. Experience of research, epidemiological, statistical, situation analysis and assessment as well as implementation of programs are their strengths. ELCS has excellent understanding of reality of the field and coping mechanism. The adaptability is outstanding.”
