Escalating insecurity, and geographical barriers has curtailed movement of development and humanitarian organizations to conduct monitoring of development and humanitarian projects. Staff are unable to visit project sites to monitor projects and measures their progress. As an alternative strategy, they mostly rely on the service and expertise of third-party monitoring agencies. Building on the successful track record implementing research and monitoring and evaluation projects, and to respond to the market demand for TPM/TPV services, ELCS offers third party monitoring and verification services. To date, the company has provided TPM/TPV services to different development partners including the World Bank, Child Fund Afghanistan and Ministry of Education, Ministry of Higher Education, and Ministry of public Health.
